The complainant alleges: He confronted his landlord about repairs to his apartment. His landlord contacted APD and accused him of yelling. APD responded and accused him of trespassing, which he was not because he lives there. The APD officer was high and could not focus. The officer was psychotic, paranoid, and his pupils were dilated. The complainant was sitting in his car with his window down. When the officer approached, he could smell cannabis on his breath and the officer asked him if he gets high. This notice of complaint is a request for Internal Affairs to initiate an investigation to determine if the employee conduct is within compliance of APD policy, Civil Service Rules, and Municipal Civil Service Rules.
