On July 11, 2022, the OPO received an email complaint.
The complainant alleges: I got this email address from the internet. In

sexually assaulted by a former intimate partner and obtained a Protective Order for sexual
assault for a lifetime through

been began being stalked by the person on the Protective Order,

reported the stalking before the sexual assault. He was convicted of Harassment. I
continued to report the stalking and the detectives assigned were uncooperative and
dismissed my reports.
The officers who showed up for 911 calls would immediately use my mental health against
me. I made a report on the police monitor website. I was attending classes
and had
to drop out. Last year, I moved in with my sister at

hearing the neighbors next door through the bedroom wall and banging on the wall. They
began by saying the person I have a Protective Order against lived there. They then started
stating that they wanted the pin number of mothers account to steal her retirement. They
came into my apartment with a key they said the manager gave them. They ate my food,
stole small items. Showed me a played out skit on how one by one they killed my family
members in which I actually saw the person on my Protective order. They called my son
a 'fag" and told me in detail how they would kill him as a hate crime. Then they had me
believing they killed my ex husband in which I do not communicate with him anymore.
They even went as far as to say he was involved and put a "hit" on my son and I because
of his sexual orientation. They said "someone has to pay" or "someone has to die". When
I address the person on my Protective Order, he answered back. He stated he was a
victimizer for Austin Police Department.

safe. He showed up with a group of people to harass and stalk me there outside. I had to
attend a virtual court for I don't know what reason. I stayed there 12 days and finally asked
what the deal was ? Then I told them I needed to leave and I was released.

He and this group have harassed and tormented me every single day since last
They mentioned names of people I have had business with or varies relationships with.

would know specific details of my personal life, my mom's, my families, my son and my
ex husband. The skit of murdering my son was the most hurtful and damaging of all. They
showed it to me in detail and it was devastating. I thought my son was dead or missing, I

cameras/microphonesin my apartment. He tells me every night he is going to kill me, my
son and ex husband. He talks about raping my son and my ex husband's daughter who is
10 repeatedly. I do not sleep, or eat. I've finally gone back to school and he is again
impeding on my studies. He mentions the names of attorneys

He stated that my family put me at the previous address where the skits were
performed to "correct" me. He also stated that he is there to protect me because my dad
who is deceased now, told him from Heaven to protect me and that because I obtained a
Protective Order, that the county has told him to that means I am tied to him forever to see
and know all my whereabouts and business.
I have made several reports to APD online, because I am afraid to call 911 in fear of
retaliation. In the past, they never see him nor do I because he is talking through my
bedroom window and he runs off to hide. He always comes right back after they leave.
Please do not tell me to get a camera. I have tried that before and the images get distorted.
I made a complaint they he hacked into a phone. The police also installed a camera, and
dismissed my allegations because they said they didn't see him SO it wasn't happening.
They have been uncooperative.
Please help me by directing me on what I need to do. I want it to stop. I am most concerned
about the serious threats he has made of killing my family and ex husband who has nothing
to do with anything. He also stated he is very upset because I got the protective order he
says exploited who he is.
This notice of complaint is a request for Internal Affairs to initiate an investigation to
determine if the employee conduct is within compliance of APD policy, Civil Service
Rules, and Municipal Civil Service Rules.
