On August 16, 2022, the OPO received an online complaint.
The complainant alleges: i called to file a complaint under 42.0601 false report to induce
an emergency response, and the officer refused to file the complaint, saying that he can not
prove what was in the persons mind at the time (although i think i can prove it with the
other retaliatory statements he made before calling the police). "Swatting" people is illegal,
I did not cause a disturbance, and after talking with the postal service person investigating
the complaints i made to the post office, it is common policy of the post office to call the
police if the clerk "thinks" there "may" be a problem, not that a problem actually exists. i
have phone recordings of that call too. i have ptsd, and section 508 says to make
information available to the public in an electronic way that is accessible. I went to the post
office to find out where i can find the policies related to "return to sender" and was "told"
what it was instead of provided a link to a place i can read it... it was not until i made a
complaint to the post office on the clerk that i was given the link to the policies.

comments like "what is wrong with you" when i said i have trust issues and need to see the
policy in writing. He also said it would be an hour to speak with a supervisor, and made
a
comment "it's ok, i have his address" to the customer who was complaining about me
recording (that is on the video with the second clerk i talked with) and "lets just call the
police" on video talking with the supervisor after his coworker "caused" a disturbance
while operating outside of his job duties to insert his opinion, and continued to berate me
when i asked why he was in the conversation i was having with his supervisor.
This notice of complaint is a request for Internal Affairs to initiate an investigation to
determine if the employee conduct is within compliance of APD policy, Civil Service
Rules, and Municipal Civil Service Rules.
