The complainant alleges: They were almost hit by two cars racing on . They talked to police officers when they were in an accident on and officers ticketed the wrong person. The complainant wants to know why police officers aren't doing their jobs. They're sitting in restaurant parking lots all day talking to each other but can't pull people over for breaking the law.
