Complaint: The Office of Police Oversight received the following anonymous online complaint:
"I'm filing a complaint about an officer goes by the name
badge number #
I'm hoping that number is correct cause he wrote it down with sloppy hand writing on
purpose when I asked for his badge number and told him he was being rediculous. So I
initially called 911 to report a public disturbance, my mother had gone mad and went
grand theft auto on the streets of my house and neighborhoods, constantly driving
recklessly and honking like a mad person late at night forcing multiple neighbors to wake
up. I called 911 right away when this happened. About 20mins later
shows up
and pulls behind my mom's car and gets her side of the story down the street from my
house like three blocks down. I can hear her screaming at the police officer haha but
anyways as he pulls up to get my side the story I initially started off saying I apologize
for calling them SO late at night but I needed help with the situation. So he ask for my
story,
tells me he notices that I'm frantic and scared. Told me to stop shouting
but I really wasn't shouting at him, my mother was way louder than I was. I was just
upset. He told me I should take deep breathes and tell my side of the story calmly, which
I then proceeded to do. As I tried to continue with my story he interrupts me again but
more annoyingly saying "what can I do for you?" I mean just that question alone
bothered me cause it was obvious I wanted him to calm down my mother from her grand
theft auto spree cause she was causing a public disturbance and get her to bed it's like 1
am, I'm tired I'm sure my neighbors are tired, everyone's tryna sleep. A neighbor even
had to come outside to check on his car for any damages. He then says did I at all get
physical with her, and I was like starting to question his motives. I don't know what
manipulative stuff my crazy mother told him but why would I call the cops if I physically
harmed my own mother? Like I felt this cop lacked common sense. Before I could finish
he just jets off in his police car down the street to my mom, I can hear her yelling again. I
could clearly hear her from down the street but I didn't wanna listen to her craziness. The
cop then proceeded to drive back saying here's the deal, your gonna go inside ur mom
gonna go inside end of story. Not much I can do it's a civil thing. He then assumes and
tells me not to be locking my mom out of her own house. I then paused and looked at him
funny, cause 1. It's 12 almost 1 am this is the time people typically lock their doors. 2.
This is her house too, she has keys to open the door or other ways to get inside the house
like the garage door that I never lock. So obviously I wasn't tryna lock my mom out she
just kept going crazy with the garage door and doors in general. Like opening and closing
the garage door multiple times cause she can't handle her emotions and going in and out
with no other purpose but to slam the door. But I gave the cop the benefit of the doubt
and proceeded to explain. He right away cut me off saying he doesn't care not much he
can do anyways he said it's a civil matter and that's when I was just shocked. I was
shocked he was acting this way. He told me he wasn't at all bothered being called late at
night cause he said he works all night yet he seemed like he was rushing the whole

situation the whole time never letting me finish talking or anything. I then asked for his
badge number telling him his attitude tonight is rediculous then in which he pretended to
happily abide. As I walked up grabbed the note paper he then took off as I took a step
back from his car without asking if there was anything else I needed help with. Overall he
left without actually helping the cause, I mean yes the fact I told my mom I called the
cops on her calmed her down from the grand theft auto sprees but she was still acting up.
Like micro acting up. Not like how she was in the car driving recklessly but she was
doing it on a micro level like slamming doors still and throwing stuff around the house.
Stuff that I couldn't call the cops for. So yes I'm very displeased with my interaction this
day with
and I do hope he learns to be more patient with people. I mean we're
all going through stuff and I was just hoping he would be more understanding about the
situation. Of course in the end I'm just happy no one or no property was harmed. And if I
could say one thing to

use your own judgement to see what's real and what isn't. You can't let woman easily
manipulate you especially when you know yourself that they're acting crazy. Also im was
the one who called the cops cause I was scared. So I don't know what his deal was but his
judgement tonight lacked common sense but I guess that's everyone when it's 1AM
middle of the night."
This notice of formal complaint is a request for Internal Affairs to initiate an investigation in
order to determine if the employee conduct is within compliance of APD policy, Civil Service
Rules, and Municipal Civil Service Rules.
Recommended Administrative Policies to Review (to include but not limited to):

All persons deserve protection by fair and impartial law enforcement and should be able to
expect similar police response to their behavior wherever it occurs. Employees will serve the
public through direction, counseling, assistance, and protection of life and property. Employees
will be held accountable for the manner in which they exercise the authority of their office or
position. Employees will respect the rights of individuals and perform their services with
honesty, sincerity, courage, and sound judgment.
301.2 IMPARTIAL ATTITUDE AND COURTESY
Employees are expected to act professionally, treat all persons fairly and equally, and perform all
duties impartially, objectively, and equitably without regard to personal feelings, animosities,
friendships, financial status, sex, creed, color, race, religion, age, political beliefs, sexual
orientation, gender identity or gender expression or social or ethnic background.
402.2 INCIDENT REPORTING
A well-written report can help make a case just as easily as a poorly written report can ruin a
case. Employees have the responsibility to write clear, factual, and complete reports.

900.1.1 RESPONSIBILITY TO KNOW AND COMPLY
The rules of conduct set forth in this order do not serve as an all-inclusive list of requirements,
limitations, or prohibitions on employee conduct and activities; employees are required to know
and comply with all Department policies, procedures, and written directives.
900.3.4 PERSONAL CONDUCT
(c) While on-duty or on the premises of City facilities, employees will not:
1. Use loud, indecent, profane, harsh, derogatory language, or use belittling term
in any communications.
2. Ridicule, mock, taunt, embarrass, humiliate, or shame any person, nor do
anything that might incite that person to violence.
