On February 23, 2023, the OPO received an online complaint.
The complainant alleges: I was a witness to a person being taken into custody on
around
.
There were 4-5 police SUVs blocking the eastbound lane, no one was
directing traffic, and cars were crossing the double yellow line blind to try to keep traffic
moving. I saw the person who was taken into custody standing against a police car, not
struggling, hands behind their back, and the next moment when I looked up, the police had
picked up the bottom of the person's shirt and covered their face with it. Now the person
taken into custody was UNABLE TO SEE ANYTHING, forced into the back of a police
SUV
and then struck by an officer while handcuffed and essentially blindfolded in
the back of the SUV. I didn't get the officer's badge number, but they may have been the
driver of
.
Male, dark hair, possibly white or latino, but hard to tell because the officer,
who had just struck a restrained and blindfolded man, was flush from his expenditure of
energy. After the dark-haired officer had finished with the person in the car, another officer
(male, Caucasian, bald) PATTED THE DARK-HAIRED OFFICER ON THE BACK. I'm
not sure if it was a congratulatory sign or just one of camaraderie, but it's disgusting to see
an officer support another for manhandling a person HALF their size who is ALREADY
RESTRAINED AND BLINDED. I wanted to ask the police officer his badge number (he
was maybe a foot from my car when this happened) but I didn't feel safe asking a "public
servant" for their info
Officer information:
Physical description: dark brown hair, medium build (hard to tell with vests and gear on)
but it's the person who put the citizen in the back of the car and I really hope you have a
report and camera that tell you who that is. If not, ask the bald white guy who patted him
on the back. White male in uniform

determine if the employee conduct is within compliance of APD policy, Civil Service
