The complainant alleges: He was riding his bike to catch the bus. A girl and her friends stopped him, stole his bike, and threw it in the trash can. They threw the contents of his bag on the ground and spit in his face. He called 911 and had to wait for 2 hours for police to arrive. The officer wouldn't even take a report. The complainant is 68 years old and self- describes as having several handicaps. This notice of complaint is a request for Internal Affairs to initiate an investigation to determine if the employee conduct is within compliance of APD policy, Civil Service Rules, and Municipal Civil Service Rules.
