On December 8, 2022, the OPO received a phone complaint.
The complainant alleges: He is a recovering addict, and he was in active addiction when
the incident happened. He was staying at a drug dealer's house. The drug dealer had stolen
his guitar, driver's license, and all of his clothes. The drug dealer sold his guitar. He had
a phone number for a police officer SO he called him and asked if he could escort him to
get his items. The officer told him they don't do that right now. He told the officer the
individual has a warrant out from the US Marshal for a shooting situation. The officer told
him if he wanted his items back, they could use him to lure the person out of the apartment.
They used him as a decoy to lure the individual out of the apartment for the arrest.
The
complainant was involved in a 15-20 undercover officer sting. He was able to get the
individual to come out onto the balcony. It did not work out as the officers planned SO they
called the sting off and the officer asked him where he wanted to be dropped off. He told
him he was homeless and needed to go somewhere safe. He had the officer drop him off
by the bus station on

He went to treatment and now
later he is getting calls from the drug dealer calling from another number pretending to be
one of his friends trying to lure him into a situation. He knows that his friend is in jail. He
already got mugged by three different drug deals before he went into rehab. He is not safe
right now. The officer did not consider his safety at all. He has tried to call and text the
phone number the officer gave him, and his number has been blocked. He is in the process
of calling lawyers to see if they will cover the case. It is not ethical for an officer to use a
citizen of the United States as bait to trap a criminal. He did not even offer him protective
services. He does not remember the officer's name, but he still has the phone number and
he saved all of the text messages between them. He is in a sober house right now and
concerned for his safety.
This notice of complaint is a request for Internal Affairs to initiate an investigation to
determine if the employee conduct is within compliance of APD policy, Civil Service
Rules, and Municipal Civil Service Rules.
