The complainant alleges: On I was arrested. Upon coming out of the apartment I was "patted down for weapons" whereupon the officer groped my penis repeatedly. I have never had this happen over the course of many arrests. I even commented about it. There was no need for that amount or type of touching. He literally grabbed my penis repeatedly from multiple angles. Not just pat and frisk. Witnesses: & other officers present (3 officers total) This notice of complaint is a request for Internal Affairs to initiate an investigation to determine if the employee conduct is within compliance of APD policy, Civil Service Rules, and Municipal Civil Service Rules.
