NOTICE OF COMPLAINT
September 23, 2022
ICMS #: 2022-0821
On September 19, 2022, the OPO received an online complaint.
The complainant alleges: I would like to file a claim against an officer in relation to my
case
I received a text message from a
claiming to be the
brother of
the man who was taken into custody for stealing my vehicle on
claimed that he was given my personal information - both full
name, personal phone number, AND HOME ADDRESS - by an Officer
of APD.
Again, I want to stress that this officer gave out my information to the family member of a
drug user who is in custody for stealing my vehicle from right out in front of my home, and
the family member actually went to my physical home address in pursuit of finding some
stolen belongings from my car. I have contacted a lawyer, and it is ILLEGAL TO GIVE
THE PERSONAL INFORMATION OF THE VICTIM OF A CRIME OUT TO ANYONE,
ESPECIALLY TO THE ASSOCIATES OF THE CRIMINAL. I will be pursuing legal
action against this officer with both
and his mother,
as my
witnesses to these illegal actions. My number is
and I expect a call in a timely
manner.
OPO took the complaint on the phone as well. This is the description of that phone call:
The complainant called APD at about
because her car was stolen. APD did not
arrive until about
Her car was recovered on
at about
Typically,
her car would have been impounded but it was found about a mile from where she lives,
SO the officer told her if she could come now, they would just give her the car back. When
she arrived, there were items stolen from others inside her vehicle. The officers gave her
latex gloves and told her since none of the things were hers, she could just throw them
away which she thought was bizarre because the items could have been evidence. She
mentioned to the officers that there was a crack pipe and the officer said, "Oh, I guess we
should take that." The following
she flew to
to get away. On
while in
she got a text saying, "Hey
this is
I am not sure how to
reach out to you, but this is on behalf of my brother who stole your car." He stated he and
his mother have been trying to find her keys which were also stolen by his brother. He
stated he tried to go to her apartment, but no one was home, SO he figured he would text

her instead. The complainant inquired how he had her personal address, name, and phone
number. The complainant stated the brother's mother called to see if her keys were found,
the officer gave his mother the contact information and said she could probably get more
information from her because they would probably be in her car. She explained to the
brother that the officer told her to throw away the things that were left in her car. The
complainant says it is SO illegal to give out a victim of a crime personal information to
anyone especially associates of the criminal. They could have used her information to harm
her or her property. She plans to pursue legal action against APD for giving her personal
information to the relatives of a criminal.
This notice of complaint is a request for Internal Affairs to initiate an investigation to
determine if the employee conduct is within compliance of APD policy, Civil Service
Rules, and Municipal Civil Service Rules.
