On September 1, 2022, the OPO received a phone complaint.
The complainant alleges: Truck
harassed the complainant as he pulled over on
to check on his car after hearing something dragging under it. He was traveling in
the fast lane when he heard the noise SO he had to travel over three lanes to pull over in the
emergency lane. As he was pulling over, truck #
also pulled over in front of him in
each lane. Truck #
locked his brakes in one of the lanes, almost causing the
complainant to get hit from behind by a semi, putting his life in danger. The truck pulled
into the emergency lane and backed up toward the complainant while he checked under his
car. The complainant says people would be paying attention to the police car instead of his
car and he could have been hit while he was looking under his car. The police truck just sat
there while he checked on his car. The complainant wasn't doing anything wrong, he wasn't
speeding, he wasn't trying to avoid the police truck - he didn't even notice the truck until it
started harassing him while he was pulling over. He just goes to work and goes home every
day, doesn't do anything wrong. He wants to press charges for this harassment.
This notice of complaint is a request for Internal Affairs to initiate an investigation to
determine if the employee conduct is within compliance of APD policy, Civil Service
Rules, and Municipal Civil Service Rules.
