NOTICE OF COMPLAINT
August 19, 2022
ICMS #: 2022-0686
On August 16, 2022, the OPO received a phone complaint.
The complainant alleges: There was a car that was speeding down
from
and it drove right into her yard, hit her truck and missed her house by two
feet. Mr.
was the officer that spoke to them. When the incident
happened, she and her husband ran outside because they heard the crash. When they went
outside, the boys were still in the vehicle. She grabbed the driver but the driver hit her with
his hand. She let go and they all ran. They didn't call 911 because it happened SO fast. So
by the time the kids were getting out of the vehicle, the policeman were already there. She
asked Mr.
"How were y'all here SO quick? We didn't call 911." He told
her that the vehicle that the boys were in was a
-day old stolen vehicle and told her that
this started on
and
There were seven to eight policemen, and they
were trying to get a perimeter going but the boys did not know the police were on them.
He said that when they came down on
they made a right turn on
and went over the bridge. At the corner of
there are some apartments,
and the boys went into the entrance. Police followed them in and the other policemen went
to
and
at the light and tried to block the exit SO they could get
them. The boys saw the policemen and Mr.
told her that he used his siren to let the
boys know he was there and to stop them. The boys escaped and went all the way down to
her home and that's where they crashed into her yard and hit her vehicle. She feels the boys
were being chased and she had a bad panic attack because this scared her really bad. Mr.
kept coming to her to reassure her that this was not a pursuit. He kept telling
her and her husband that. There was a police helicopter above them, and she asked Mr.
about why it was up there, and he told her that they had called one and it had
all started on
He told her that they had video of it. She
feels that if the police had not been following these boys, there were six of them, this
incident wouldn't have happened. They almost came into her house, and they totaled her
truck. She doesn't have any money for another vehicle. She feels like they shouldn't have
chased them in the neighborhood. She would like to see the videos that Mr.
told her
about, he said that they have body camera and helicopter cameras. She would like to see
those. She has her own video because they have a camera that caught what happened when

they crashed. She needs answers. She has a lot of questions. She has been calling
everywhere since
.
They are trying right now to get a police report.
she was called and emailed to try get the report but she is having trouble getting
in there with the case number that Mr.
gave them. On the report that was read to
them, it didn't mention anything about their vehicle being struck by another vehicle and
they want to know why this isn't on the police report. They also called Mr.
about getting speed bumps. She is going through a very rough time right now
and they need answers. She is calling to complain because she feels like no one is helping
her.
This notice of complaint is a request for Internal Affairs to initiate an investigation to
determine if the employee conduct is within compliance of APD policy, Civil Service
Rules, and Municipal Civil Service Rules.
