On June 29, 2022, the OPO received a phone complaint.
The complainant alleges: She has property next door to a property that has ten units and
for the past
and a
it has been a place where every criminal and homeless
person in the City lives. There have been constant problems with the tenants stealing
electricity and water from her unit and her neighbor's unit and the police will not do
anything about it. The police told them to disconnect the water hoses or turn off their
water. Police also told her they will not arrest anyone because they don't have enough
proof. How is there not enough proof when the extension cords and water hoses run
straight to the other units? The tenants next door burn their trash outside, and the fire
department has come out and told her they are cooking meth and burning trash to cover up
the meth smell. There was a shootout
and the person hid in her garage. The
police responded with guns drawn, and she just does not feel safe anymore. She reported
the next-door tenants to Code and the Code enforcement officer was taken off the case
because the police department has forbidden Code to go on the property next door. Her
neighbor called the police regarding another incident next door and when the policeman
responded the officer told her neighbor he needed to call for backup because it was too
dangerous for him to go alone. How is ok for the situation to continue for
if the situation is that dangerous. At this point, she does not know what to do.
This notice of complaint is a request for Internal Affairs to initiate an investigation to
determine if the employee conduct is within compliance of APD policy, Civil Service
Rules, and Municipal Civil Service Rules.
