NOTICE OF COMPLAINT
May 27, 2022
ICMS #: 2022-0422
On May 24, 2022, the OPO received a phone complaint.
The complainant alleges: His car was taken by someone who he was trying to help out.
While he was sick in the bathroom person took his keys and stole his car. He is a 65-year-
old veteran with limited car insurance and cannot afford to buy another car. He wants his
car to be listed as stolen and a BOLO issued. Someone in the auto theft division decided
to profile him as a drug addict and blame him as the reason the car was taken. He could
have had his car back
days ago if the officer who took his report and the auto theft
division would have listed his car as stolen. They wanted him to send a demand letter to
someone he does not know, nor does he know the person's address. Detective
e-mailed him requesting the VIN number and license plate number, but he had already
turned that information over to the auto theft division.
This notice of complaint is a request for Internal Affairs to initiate an investigation to
determine if the employee conduct is within compliance of APD policy, Civil Service
Rules, and Municipal Civil Service Rules.
