The complainant alleges: The complainant thought his car was stolen. It was towed by the city. The address on the paperwork states that his car was towed from his mother's house. The car was actually towed from his house. Either way, the car was legally parked on private property. His car was towed by mistake, basically stolen (by the city). He needs to get his car out of the tow yard but doesn't feel he should have to pay for it. This notice of complaint is a request for Internal Affairs to initiate an investigation to determine if the employee conduct is within compliance of APD policy, Civil Service Rules, and Municipal Civil Service Rules.
