The complainant alleges: I have seen Officer sexually harass almost every female he works with including me. I am too afraid to come forward due to retaliation. But I have seen him kick, pull on their hair, slap their butt, and pressure them to send nude photos to him. He has done all of this to me. He has done this to his peers that work patrol with him and female rookie Officers he has trained. There are many victims but everyone is too scared to come forward. This notice of complaint is a request for Internal Affairs to initiate an investigation to determine if the employee conduct is within compliance of APD policy, Civil Service Rules, and Municipal Civil Service Rules.
