On March 14, 2023, the OPO received a phone complaint.
The complainant alleges: He felt like he was being followed SO he stopped at a
and had them call 911. An officer pulled up on the lot about three spaces from him, looked
at him and got out of the car, and got on his personal phone. The complainant blacked out
and the next thing he remembers is waking up in the back of an ambulance but there were
no medics or EMTs. He could see out the back window and they were backing up into a
brown building with a barbed wire fence and he blacked out again. When he woke up, he
was inside of the jail facilities and there was a guard sitting in front of the door. There was
no one else -- but a triage room like a jail cell and a bathroom. The complainant went to
the bathroom and there was a man nurse with black hair that injected him with what he
believes was heroin because it was a brown liquid and about 10 cc's. The complainant
passed out again and does not remember anything after that. He woke up sitting on a bench
downtown. He regained consciousness like someone who had just gotten Narcan, and he
took a deep breath and came back to life. Ever since that night he has been tormented and
cut in his sleep. They did something to him to have spirits possess him for the last 3
years.
This notice of complaint is a request for Internal Affairs to initiate an investigation to
determine if the employee conduct is within compliance of APD policy, Civil Service
Rules, and Municipal Civil Service Rules.
