On February 27, 2023, the OPO received an online complaint.
The complainant alleges: 911 call was for a woman who collapsed and is believed to have
been drugged. Responding officer lacked urgency and compassion. He walked slowly to
the scene and appeared annoyed and unengaged. He insulted healthcare professionals at
the scene. He threatened to arrest the woman who was receiving medical attention. He
seemed to want to escalate the situation and was overall neglectful of his duty to protect
and serve.
I am requesting that he receive additional training on how to respond and interact
appropriately with the public. His current attitude is unacceptable.
Numerous witnesses. Woman needing assistance was accompanied by 6 women. Several
bystanders made 911 calls as well.
Officer was accompanied by 2 additional officers.
Officer description: Short (5' 6") white male, short thinning hair, reddish beard, stocky

This notice of complaint is a request for Internal Affairs to initiate an investigation to
determine if the employee conduct is within compliance of APD policy, Civil Service
Rules, and Municipal Civil Service Rules.
