On February 14, 2023, the OPO received a phone complaint.
The complainant alleges: His girlfriend called to see if he was outside because someone
had just flashed a flashlight into the house. The complainant was five minutes away from
the house. As he pulled up to the entrance of his neighborhood, he saw an officer parked
on
Road. He called 911 and reported what had happened. The officer who
responded did not explain what was going on but questioned the complainant's name. The
complainant's complaint is that if he was home and he had treated the flashlight as an
intruder he would pretty much not be here. The complainant feels it was wrong for the
officer to peep inside his window without giving any type of information.
This notice of complaint is a request for Internal Affairs to initiate an investigation to
determine if the employee conduct is within compliance of APD policy, Civil Service
Rules, and Municipal Civil Service Rules.
