On February 14, 2023, the OPO received a phone complaint.
The complainant alleges: She was not familiar with the bank building or parking lot of
the bank. She was only there to cash a check that was given to her. The teller lines were
closed SO she went to the front of the bank where she saw yellow caution tape wrapped
around about three-quarters of the door. She thought maybe something was broken from
the ice storm. She opened the set of glass doors that was clear and Officer

assertively jumped in front of her and yelled, "What are you doing -- get out." The
officer asked her why she was there and told her that it was a crime scene. She told him
she was there to cash a check. The complainant told the officer to stop treating her like a
criminal. The security guard standing near the officer told the complainant they just had
an armed robbery. As the complainant walked out, she told the officer the tape said caution
not that it was a crime scene, and he did not have to treat her that way. The officer then
asked her if she wanted to go to jail and the complainant responded, "Of course not." The
complainant's brother was with the police department, and she has spent many hours riding
with him, and she has never seen an officer act like that toward someone who was doing
nothing wrong. She spoke to someone who worked at her bank who told her they use to
work at
Bank and the protocol is if there is an armed robbery the doors should have
been locked. As she was leaving her bank, a van drove up and changed the tape to crime
scene tape which would have clearly indicated to her that to her something was going in
and not to walk in. Nothing about the situation shows that there was a crime. The
complainant just wants an apology, and she wants the supervisor to know the officer clearly
has some anger issues. It has always been hard for her to identify with the negative things
about officers, but since that incident, she has that fear of -- what if he had thrown her on
the ground or against the car and she 100 percent did nothing wrong. The officer was
aggressive and out of control. The complainant had this horrible feeling about this officer
in a uniform yelling at her. The officer would only give her his last name and a four-digit
number.
