On February 14, 2023, the OPO received an email complaint.
The complainant alleges: This message is being sent to every contact listed under Austin
City Hall on the austintexas.gov website.
There was an incident

The residents of apartment
were about to leave for work only to find that another resident and mentally unstable
man had broken into their car parked outside of their garage. They man had a hammer and
pursued them SO they quickly got into their garage where their other vehicle is and got their
SUV. The man with the hammer stopped and stared at them. They were able to drive out
of the garage and the man WITH THE HAMMER chased them! Then he was gone SO they
immediately called the police. When the police arrived, their answer was that it's ok
because he's mentally unstable and that if something happens again, to call them again.
Really?!
Then they spoke to the apartment manager and the manager said it's useless to call the
police because they won't do anything anyway which they already found out. Apparently
this mentally unstable man has had the cops called on him numerous times. The manager
said that they'd talk to the person's father and also evict them. Eviction takes at least 30
days. Plenty of time for them to retaliate and allow this man to continue to break in vehicles
with his hammer and possibly even murder someone. You guys say that's perfectly fine
though because he's mentally unstable.
How are these residents and others supposed to feel safe to even come out of their
apartment? This man if violent and because he's mentally unstable, he doesn't know right
from wrong. Killing and committing crimes won't be an issue for him. You see in the news
all the time where everyone's trying to figure out a motive or talking about how they can
help mentally unstable individuals and if law enforcement knew sooner, they could prevent

their crimes from happening. Well you know now! Yet what are you doing about it? You're
giving this person a pass because of his mental health. You're letting this person run around
wild in this apartment complex with a hammer, chasing people, & breaking into vehicles.
DO SOMETHING ABOUT IT instead of writing it off and telling people to call you guys
back when it happens again to only tell residents again that you won't do anything about it
until he kills someone!
This notice of complaint is a request for Internal Affairs to initiate an investigation to
determine if the employee conduct is within compliance of APD policy, Civil Service
Rules, and Municipal Civil Service Rules.
