On February 9, 2023, the OPO received a phone complaint.
The complainant alleges: She knows some guys who live in a house that the complainant
used to live in or owns. Someone came at
and shot one of the guys' cars. There
were 3 officers, one white, one Hispanic, one Black. The Hispanic officer was making fun
of the victim and told the victim that he was the one who shot the car. The house has
cameras pointing at the cars. The victim had picked up a piece of evidence, maybe the
bullet, and the officers said he had incriminated himself because now it had his fingerprints
on it. The complainant requested the officers' names and a report number and officers
refused to provide that. There was a muddy area with a footprint that police didn't check.
They checked the car, they made fun of the victim, and they left. This is in a poor, ethnic
area where nobody's taking care of these people. Police don't care about them. Every night
there is a shooting. The complainant tries to help them and teaches her neighbors to do the
same.
This notice of complaint is a request for Internal Affairs to initiate an investigation to
determine if the employee conduct is within compliance of APD policy, Civil Service
Rules, and Municipal Civil Service Rules.
