NOTICE OF COMPLAINT
February 3, 2023
ICMS #: 2023-0082
On January 30, 2023, the OPO received a phone complaint.
The complainant alleges: He just moved to Texas from New York, and he has been having
a problem trying to pursue or prosecute an ex-girlfriend for false impersonation charges in
Texas. She and her co-worker posed as a law firm and the courts. They sent him documents
that were supposed to be from a law firm and the courts with a docket number that does
not exist. The documents stated he sent adult-like pictures to a minor. His ex does not have
kids. The whole thing has fraud written all over it. He understands that every state is
different, and every state's law is different. In New York, he could have walked into a
precinct reported the incident, and gotten a temporary report number. In Texas, he has
been told to call 311 and sit and wait. He has been waiting for
days and no one has
called him. Because of all of this, he had to go to
and live with a cousin until
things are figured out. His ex has blocked him from her phone and the only thing he knows
is where his ex and co-worker work.
This notice of complaint is a request for Internal Affairs to initiate an investigation to
determine if the employee conduct is within compliance of APD policy, Civil Service
Rules, and Municipal Civil Service Rules.
