On January 26, 2023, the OPO received a phone complaint.
The complainant alleges: He was walking with some friends
and all he
remembers is officers grabbing him and slamming him to the ground causing him to have
a concussion and waking up in jail. He feels the officers used excessive force and police
brutality for no reason. The complainant ended up in the hospital with several fractures in
his spine, a fracture in his cervical, a dislocated arm, and a concussion. He is only 5'4"
and 135lbs and he just wants to know why six officers were on him for no reason. He
knows there were six officers because his friend and a couple of other people recorded
everything. The police report stated complainant went left and he was charged with
resisting arrest. Of course, he went left because he had a concussion and how can they
charge him with having a concussion, it does not make sense.
This notice of complaint is a request for Internal Affairs to initiate an investigation to
determine if the employee conduct is within compliance of APD policy, Civil Service
Rules, and Municipal Civil Service Rules.
