On January 20, 2023, the OPO received a phone complaint.
The complainant alleges: Complainant alleges that APD officers have been in his
apartment without his consent. He also alleges that his mail has been tampered with.
Complainant cannot identify the specific date of the incident(s) as he continues to allege
that this has been going on for several years. He alleges this complaint is both against
