On January 3, 2023, the OPO received a phone complaint.
The complainant alleges: The complainant called for police due to the following
disturbance which occurred in either

The
complainant's husband and toddler were outside when she either saw or was told that
another boy threw a Pepsi bottle at her toddler. The complainant went outside and asked
the boy who threw the Pepsi bottle. The boy admitted he threw the Pepsi bottle but claimed
it was an accident. The boy went to get his mother and grandmother. The complainant
believes these individuals don't like her because she is a mixed woman and they think she
married a white man. They came and yelled at her for speaking with their child and the
conversation became verbally aggressive. The complainant eventually went inside and
called the police. First, Officer
lied and said COVID restrictions prevented her
from coming to the scene. The complainant questioned Officer
about the
restrictions, and Officer
responded by laughing and being sarcastic. The
complainant then requested a sergeant. Only when the complainant asked for a sergeant
did Officer
respond to the scene.
When Officer
arrived, she did not want to take the report. Officer
spoke
with the suspect first and not the victim. Officer
asked the suspects to give her
information to use against the complainant instead of acknowledging their crimes. The
complainant relayed threats made by the suspects to Officer
including threatening
to kick her baby out of her belly and being spit on. Officer
then minimized the
report. She did not include the terroristic threats, child endangerment, or aggravated
assault. Officer
is either part of or wants to be part of a criminal society called
Eastern Star. Officer
used her position to minimize the situation to protect the
people of color. Officer
also withheld the suspects' contact information in the
report, and because of this the complainant was not able to file additional charges.
This notice of complaint is a request for Internal Affairs to initiate an investigation to
determine if the employee conduct is within compliance of APD policy, Civil Service
Rules, and Municipal Civil Service Rules.
