On December 27, 2022, the OPO received an online complaint.
The complainant alleges: I was driving down

An officer was

sitting in his vehicle with the emergency lights on and he beeped his horn at me SO I pulled
over and rolled down my window to ask if I could drive into the neighborhood and he said
"I guess it doesn't matter to you that there's a powerline down?" I said "I didn't realize
that was a power line. I drove over to ask you what was going on." He shook his head and
got out of his car. I said "I wanted to see what's going on" but he ignored me and walked
away to talk to another officer who has driven up. I sat there waiting for him to tell me
what I should do but he just turned his back on me and started talking to the other officer.
I'm blown away by such how rudely and dangerously he behaved. I'm sure he'll claim he
didn't hear me but if either of the officers at the intersection had their dash-cams on, I'm
sure you'll be able to hear me asking him what I should do, since their windows were open.
But he gave me no further instructions.
This notice of complaint is a request for Internal Affairs to initiate an investigation to
determine if the employee conduct is within compliance of APD policy, Civil Service
Rules, and Municipal Civil Service Rules.
