On November 21, 2022, the OPO received a phone complaint.
The complainant alleges: The complainant wants to know what he needs to do to get APD
to remove the homeless people who live where he owns a business. He has spent a lot of
money cleaning up after the people and repairing things they damaged, and states that they
have harassed his employees. Officers have come out and arrested the people but have
stated that they will be back out of jail in 3 hours and there's nothing they can do. The
complainant has spoken with his DR, Officer ; however, the complainant didn't
seem dissatisfied with that officer in particular. His complaint is more general in that these
people are committing felony-level crimes and he needs assistance from APD.
This notice of complaint is a request for Internal Affairs to initiate an investigation to
determine if the employee conduct is within compliance of APD policy, Civil Service
Rules, and Municipal Civil Service Rules.
