On November 21, 2022, the OPO received an email complaint.
The complainant alleges: While filming the CIty of Austin and Police stealing survival
gear from unhoused residents
I was falsely arrested for free speech.
For another class c misdemeanor that is not arrestable under the Freedom City Policies of
the City of Austin City Council directives to APD. No officer discretion at all for arrests
on minor misdemeanor incidents, just ticket only discretion. This is about the 100th or
more policy violation and deprivation of rights incident that I have filed and to date, your
agency and the APD have yet to hold themselves accountable. Do something, make me
beleive in you and your promise of community policing and police accountability.
I would like to file a complaint on these officers for violating my right to free speech and
for the pattern and practice of abuse that APD and these officers are participating in.
The officers are on their body cams. Secure them. I'll be using those videos in court.

This incident is another in a long string of Free Speech constitutional violations by APD
that I have reported to your agency.
Make me believe that you do something in Austin other than use up taxes to cover for
police crimes. Felonious activities are at hand.

Rules, and Municipal Civil Service Rules.
