On November 17, 2022, the OPO received a phone complaint.
The complainant alleges: The complainant's Uber driver asked if he was going to give
him a good review to which the complainant replied that he would not. The Uber driver
then drove in circles near the complainant's apartment and told him he was going to call
the cops and tell them the complainant had robbed him. The complainant exited the Uber
somewhere near his apartment. The complainant states there was an SUV with flashing
lights. The complainant had his hands in the air when officers tased him 3 times while they
were attempting to put or were putting the complainant in a chokehold. When they pointed
a gun in his face he laid down on the ground. They had their knee on his neck for a while;
