On November 10, 2022, the OPO received a phone complaint.
The complainant alleges: His daughter told him she fell at a friend's house, but he later
found out from her brother that she was tackled by an officer. Both of her legs have severe
injuries and look like she fell from a moving vehicle. He saw the video of an officer on the
back of his 110lb, 18-year-old daughter. His daughter was with two of her friends on
when one of her friends got into an argument with some other girls. When the
complainant's daughter approached, she was hit in the eye by one of the girls. The
complainant alleges his daughter told him officers came from behind her and threw her to
the ground as she was yelling she was double-jointed and they were going to break her
arm. He could hear the daughter-in-law in the background of the video questioning why
the officer threw her down. The phone was knocked from his daughter's hand and broken.
His daughter was being attacked by other girls and the officers ended up attacking his
daughter. She was not arrested. His daughter had a promising modeling career and now
both of her legs are going to be scared. The officers did not even offer her medical
assistance. Something needs to be done because this was excessive force.
This notice of complaint is a request for Internal Affairs to initiate an investigation to
determine if the employee conduct is within compliance of APD policy, Civil Service
Rules, and Municipal Civil Service Rules.
