NOTICE OF COMPLAINT
November 4, 2022
ICMS #: 2022-1002
On November 1, 2022, the OPO received a phone complaint.
The complainant alleges: He made a call to 911 and the officer called back from a private
number and then passed the phone to a corporal. The complainant was asking for assistance
and all the officer did was try to incriminate him for making the call. The complainant has
a brother that lives with him and he has been breaking into the house. The officer told the
complainant that the person lives there SO it was not a break-in. The complainant found out
his brother had a case pending and there was a warrant for his arrest. His brother
has
a
problem with drugs, and he just got out of rehab. The complainant has been trying to help
his brother get back on track. The thought was to call the police and put his brother thru
the process. The police were trying to get the complainant and his mother to say they were
harboring a fugitive and the complainant does not appreciate that. The complainant lives
near a very bad area, and they have called the police before. The officer was being very
forceful. After being on the phone with the officer for a while, he finally asked if he wanted
him to respond to the call. The complainant went to check to see if his brother was still
there, but he had left. That's when he saw an officer passing by in a police vehicle driving
very slowly but never stopping. He does not know the corporal's name that he spoke to,
but he wants to file a complaint because the way he acted was not necessary. An APD
officer called back and asked if assistance was still needed, and the complainant told him
no because his brother left already, and he did not want the officer to come over with an
attitude. The complainant was clear that the call was not because his brother broke into his
house, but to serve a warrant for his brother's arrest. That would have been the best thing
for his brother
because he is disabled, has a traumatic brain injury, and
is addicted to crack cocaine. The police were trying to make it about harboring a fugitive
and kept trying to incriminate his elderly mother SO they could arrest her. Shame on that
officer for picking on an elderly lady. The intention was not to harbor a fugitive and not to
upset the police.
