On October 21, 2022, the OPO received a phone complaint.
The complainant alleges: He was pulled over and given a citation for not having a
registration sticker. The officer was disrespectful towards the complainant. He was then
handcuffed and put in a police car because the officers thought he was someone else who
had a warrant, all in front of the place where he works. They had seen his ID and didn't
really give him a chance to prove he was not the person they thought he was. When they
finally realized he was who he said he was, they let him go. There were 3 officers. The
officer who had arrested him stayed in his car and made the other 2 let him go. The officer
showed no remorse. The complainant asked his cousin who is a cop if they are allowed to
apologize when they do something wrong and his cousin said they could. The complainant
wonders why they didn't apologize to him when they could have.
This notice of complaint is a request for Internal Affairs to initiate an investigation to
determine if the employee conduct is within compliance of APD policy, Civil Service
Rules, and Municipal Civil Service Rules.
