On October 12, 2022, the OPO received a phone complaint.
The complainant alleges: He was shot in the arm with a needle by an officer after the
officer tried to force him into his apartment. The female officer told him he had something
in his apartment like a weapon. They wrestled him to the ground, tased him, and shot him
with something. One of the officers punched him in the nose after he was handcuffed and
said he was resisting when he actually laid on the ground and let the officer handcuff him.
He passed out and woke up in the hospital. He was assaulted by an officer while he was
in the hospital. One of the officers' names was
a lady with blue eyes, blonde hair,
and about 5ft 2in and 140lbs. The other officer's name was something like
, maybe
a German name, and was the one who punched him.
This notice of complaint is a request for Internal Affairs to initiate an investigation to
determine if the employee conduct is within compliance of APD policy, Civil Service
Rules, and Municipal Civil Service Rules.
