The complainant alleges: He was arrested and put in a patrol car with no air conditioning and the windows up. He was sweating badly and he has a history of heat strokes. He began to pass in and out of consciousness. The officer put the handcuffs on SO tight that one of the handcuffs locked up on his hand. When they arrived at the jail a corrections officer inquired who put the cuffs on him because they did not put them on correctly. It took two officers to uncuff him. His dad, who is retired APD, told him to file a complaint because what happened was not right. This notice of complaint is a request for Internal Affairs to initiate an investigation to determine if the employee conduct is within compliance of APD policy, Civil Service Rules, and Municipal Civil Service Rules.
