On September 29, 2022, the OPO received an email complaint.
The complainant alleges: My name is
I'm writing today concerning
report
that I understand to be your responsibility. For the purposes of this
email I will use "the accused" to represent
the subject of my complaint. I have
copied my attorney,
on this email. I have copied the Office of Civil Rights
on this email as I am concerned that "the accused" is being given access to government
services (protections) that I am not being provided based on my gender. "The accused" has
been provided those government services and protections through case
I have copied Austin Police Oversight on this email as I believe report
is being shoved to the bottom of a pile and I'm concerned about the behavior,
statements, and lack of investigation into facts that I have concerning case
by APD detectives and prosecutors. I have not filed official complaints but will
soon if no action is taken to protect me from "the accused" and no action is taken to
investigate the full case in
I was told that contact concerning report
would be made by the Austin
Police Department within one week, two at most. I made this report roughly
ago and have yet to be contacted. This is extremely concerning to me on many levels. Can
you tell me why I've received no response to my report? I'm worried that the City of Austin
is engaging in discrimination based on my gender. I most certainly am not being provided
equal protection by the City of Austin, the Austin Police Department, or the court system.
I worry that civil rights are only adhered to when the victim is of a certain gender. I worry
that "Me Too" has made it impossible for me to receive the same protections being
provided to "the accused", a person that I consider to be a danger. If not a dangerous
individual themselves, "the accused" is most certainly an individual that has friendships
and dealings with dangerous people.

I've made a very serious report about "the accused" who has trespassed in my apartment,
threatened property damage, threatened me with incrimination to prevent my contacting
police, and followed behind my back in parking lots at night (after falsely accusing me of
a felony and telling the police they don't want contact with me weeks/months prior). This
is a person who has begun to make vague threats suggesting they know people who can
beat me up. This is a person who is calling women from my past whom they share no
affiliation with (research would've needed to be done to obtain names and contact
information in this case). This is a person who is emailing her diary and secret recordings
to my friends. That same friend had to block "the accused's" phone number months prior
due to other unwanted contact. This is just the tip of the iceberg of harassment I'm enduring
at the hands of "the accused". None of "the accused's" behavior above has been properly
conveyed to the prosecution in my other case

could be convened any day. It is a travesty that this is being allowed. Is it possible to
forward this email and all information concerning this report/case
) to the
detective, prosecution, and/or grand jury on case

The harassment I'm enduring at the hands of "the accused" is not something I deal with
consistently on a day-to-day basis but that makes it all the more scary. "The accused" will
disappear for a month and then I'll find them hiding behind a grocery store shelf watching
me or a parking lot following me. I'm worried that the City of Austin and the Austin Police
Department are sponsoring this harassment. The City of Austin and APD have provided a
safety net, allowing for "the accused" to feel free to attack me and those around me in any
way they see fit. It has come to my attention that APD officers on the scene at a previous
incident
) involving "the accused" and myself made very concerning
statements, calling me a narcissist and liar without evidence. This was shared with "the
accused" who no doubt pounced on the opportunity to use APD support in my framing.
This is the last time I will voice my concern in this manner. Again, I have copied my
attorney,
on this email. Again, I have copied the Office of Civil Rights on
this email. Again, I have copied Austin Police Oversight on this email.

I will be calling 911 if I am not provided the same protection as "the accused" very soon. I
will also be filing an official complaint with the Office of Civil Rights if I am not provided
the same protection as "the accused" very soon. I will also be filing an official complaint
with Austin Police Oversight if I am not provided the same protection as "the accused"
very soon (and further investigation is not taken into my other case
).
Please start to take my safety and this case seriously as I am a tax paying citizen with no
criminal record. I know I'm a man, but that is not illegal and it does not preclude me from
receiving the same protections that others have been provided (unnecessarily provided).

This notice of complaint is a request for Internal Affairs to initiate an investigation to
determine if the employee conduct is within compliance of APD policy, Civil Service
Rules, and Municipal Civil Service Rules.
