On September 28, 2022, the OPO received a phone complaint.
The complainant alleges: He called the police three times because his neighbor was
playing loud music and children were running around everywhere. He made one report to
APD and two reports to 311. An APD officer was supposed to respond but never did

because his neighbor was smoking marijuana and the smoke gets into his apartment. He
thinks the smoke will harm his small children. Again, APD never responded. He does not
understand why APD is avoiding his reports. APD mentioned that they are cutting back on
expenses. They need more police in their area because organized crime is high and
increasing.
This notice of complaint is a request for Internal Affairs to initiate an investigation to
determine if the employee conduct is within compliance of APD policy, Civil Service
Rules, and Municipal Civil Service Rules.
