On September 26, 2022, the OPO received a phone complaint.
The complainant alleges: As she left the
parking lot a police car followed her.
There were also other police cars following her. She thought there was a police emergency,
SO she pulled over and the police cars pulled up behind her. A police officer got out of his
car, drew his gun, and told her to turn off the engine and get out of the car. She could see
in her side mirror that the other officers had their guns drawn. They asked her to back up
towards them and they handcuffed her. They did not ask for a driver's license, insurance,
or registration. She asks if it was in regard to her car being stolen and they responded yes.
She told them that her car had been recovered. They put her in the police car and then
searched her car. They unhandcuffed her. One of the officers went to his car and pulled
up a report that showed her car had been recovered but the license plates were not recovered
SO the car was still listed as missing. She contacted the original officer that documented the
car as stolen and he told her that a police officer should have met her at the place she
recovered her car SO the car could be taken off the stolen list. She has been trying to reach
out to the detective to finish everything and to file charges against the homeless people
who stole her car. She has not been able to get in touch with the detective.
This notice of complaint is a request for Internal Affairs to initiate an investigation to
determine if the employee conduct is within compliance of APD policy, Civil Service
Rules, and Municipal Civil Service Rules.
