On September 20, 2022, the OPO received a phone complaint.
The complainant alleges: A service vehicle was at
attempting to service the traffic box. There were two officers, one on the northbound side
and one on the southbound side. Neither of the officers was directing traffic. The
complainant was on
attempting to make a left turn onto

One of the officers held his hand up indicating for him to stop. The officer then motioned
for him to turn right. He mouthed to the officer pointing out if he could turn left. The officer
pointed to him again to go to the right. He rolled down his window and ask if he was
allowed to turn left, the officer did not respond but pointed for him to go right. No
obstruction or work was being done to prevent him from turning left. Traffic was being
directed unnecessarily through the neighborhoods.
This notice of complaint is a request for Internal Affairs to initiate an investigation to
determine if the employee conduct is within compliance of APD policy, Civil Service
Rules, and Municipal Civil Service Rules.
