On September 19, 2022, the OPO received a phone complaint.
The complainant alleges: There was an 8-year-old little girl,
who said her mother
slapped her in the face. Officer
and a taller officer, whose name she does not recall,
responded to the 911 call ten minutes later. The complainant had an issue with Officer
She met the officers at the entrance and began telling them what happened. Officer
told her that parents can parent the way they want to parent and if that's the way
they want to discipline their kids that's on the parent and she should not be the one
complaining about it. Officer
told her that in Texas it is legal to discipline your
kids as long as there are no broken bones. The complainant told the officers that she felt
the child might be autistic because of the way she was acting and that they should use
precaution in approaching her. Officer
told her that's a mental health issue and it is
confidential, and she should not be saying that. The little girl ran towards the end of the
hallway and officer
yelled with an authoritative, intimidating voice, "Hey! Come
back here! I don't have time for this, and I don't have the patience." As
walked
toward the officer, another little girl tried to hug her and talk to her because the approach
that officer
made was not appropriate. The complainant asked to speak to a sergeant
or someone superior and Officer
said they did not have anyone, but he would send
a corporal to talk to her. The corporal was very nice and told her there was going to be an
IA investigation and the body camera would be reviewed to see what happened and how
the situation could have been handled differently. The corporal asked if she wanted to file
a formal complaint and she replied, "yes."
This notice of complaint is a request for Internal Affairs to initiate an investigation to
determine if the employee conduct is within compliance of APD policy, Civil Service
Rules, and Municipal Civil Service Rules.
