NOTICE OF COMPLAINT
August 12, 2022
ICMS #: 2022-0668
On August 9, 2022, the OPO received a phone complaint.
The complainant alleges: Officer
discriminated against her
because she has a record. She was arrested and released 3 hours later by the magistrate who
said there was inconclusive evidence. There was not enough evidence to say she started the
incident. If there wasn't enough proof then why did Officer
put her in handcuffs
and take her to jail? She was the one who called the police. She has video of the officer
saying to her brother, "It's usually the person who calls is the person who goes to jail." The
video also shows her brother stating that he saw her and her sister fighting, went up to her,
put his hands on her and drug her through the parking lot. This proves that he started the
fight. She thinks Officer
believed the other people's word over hers because they
didn't have criminal records. The DA is refusing to prosecute her brother because the police
report states that the complainant started the fight. The police report needs to be corrected
to reflect the truth that her brother started it. She received multiple injuries from her brother
and has medical proof. The complainant further alleges: "They attacked me and lied and
your APD officer
discriminated against me because I had a record and took only
their witnesses in consideration because 2 witness in police video state they came at me
and
admits he ran to me and attacked me and put his hands on me first I hit back in
self defense."
This notice of complaint is a request for Internal Affairs to initiate an investigation to
determine if the employee conduct is within compliance of APD policy, Civil Service
Rules, and Municipal Civil Service Rules.
