On August 5, 2022, the OPO received a phone complaint.
The complainant alleges:

I talked to a Latino APD police
officer, who was working off duty for a private construction site in an unmarked, unofficial
black, Chevrolet truck (tag:
). They set up road closure signs SO a construction
crew can move freely on the ROW while they build new apartments at
Road. When I prompted for a road closure permit, the officer said he didn"t have one and
told me I was being recorded through his dashcam camera. I proceeded to inform the officer
that I live southbound on
and I cannot get home without getting back on
the highway and taking
exit. The officer told me go back to my vehicle and when
I asked him for his name and badge number he refused to provide either one. The officer
was wearing a green vest and under it he had his APD uniform. I then asked him "are you
on duty?", he replied, "yes I am and I don"t have to identify to you." I walked away and
down the road I could hear him asking me to come back , but I refused after he tried to
intimidate me with his personal dash camera. May I please have the name, badge number
of this officer? Thanks!
