On August 2, 2022, the OPO received an online complaint.
The complainant alleges: My brother,
a 66 year old double amputee, (no
legs) disabled person, was struck by a vehicle at the intersection of

in the designated crosswalk while riding
on his mobility scooter. He was knocked off the scooter by a driver turning right from
onto
and suffered injuries for which an ambulance was called and he
was transported to the hospital. APD was also called by a witness. (APD incident #
which still, after
days, is not yet in the system for review). Before
was
transported to the hospital he heard the interaction between the officer and the party driving
the truck who struck him. The driver of the Chevrolet truck had no driver"s license and was
apparently driving a Chevrolet truck with Jeep License plates yet the driver was allowed
to leave the incident my brother was not sure if tickets were issued. Also before the
ambulance took Tim to the hospital he was handed a scrap of paper by the Austin police
officer with the only case number on it, (number noted above) no officer name, no badge
number, no nothing. The driver who ran over him also gave him a piece of paper that was
illegible. This paper included no way to identify the driver, (no phone number, no address,
etc.) it also did not include an insurance company or a policy number. It did include a name
that since it was not readable the first name might be

They are uploaded to this complaint. WE ARE FRUSTRATED!! As of
today,
an incident report has not yet been filed. The officer, while giving
a
scrap of paper with the Incident # on it, did not ensure that the driver who ran over him
gave him valid information regarding the driver"s identification, insurance company, and
policy number at the accident. I have phoned and talked to someone at the
&
telephone numbers who said they would contact the officer and his
sergeant regarding this and get it resolved. I have also left several messages which seem to
have been ignored. We can only hope that the APD officer who was at the incident has all
of that information in the report. (As of
) we have had not response or
communication from APD to assist with this. My disabled brother spent the day at the
hospital being observed for brain bleed since the brush bar on the front of the truck struck

his head and shoulder. His shoulder was dislocated and he had multiple scrapes and bruises.
His mobility scooter was destroyed. Since an incident report has not yet been filed and
since the APD officer did not insure that information was exchanged between
and the
driver of the truck that struck him we have been unable to contact the drivers insurance
company to begin a claims process.

hospital bills, replace his scooter or continue treatment on his arm which was injured. This
problem needs to be resolved as quickly as possible SO
can get another scooter and
have his hospital bills paid for. In addition to
's physical disability he is mentally
impaired and cannot take care of things like this himself. I have full Power of Attorney to
handle his matters SO questions should be referred to me.

determine if the employee conduct is within compliance of APD policy, Civil Service
Rules, and Municipal Civil Service Rules.
