NOTICE OF COMPLAINT
August 5, 2022
ICMS #: 2022-0635
On August 1, 2022, the OPO received a phone complaint.
The complainant alleges: He was leaving a dinner with clients, he does not drink, when
he approached two trucks and 2 police vehicles blocking his lane. There were no cones or
police officers giving directions. After a few minutes, he proceeded to go around driving
about 5 miles an hour to get onto
. An APD officer came running after him full
speed screaming, cussing at him, and yelling at him to back up against traffic. He was
literally in fear of his life when the officer ran toward him. The complainant questioned
how to proceed, but the officer just walked away. He asked another female officer who
also cussed at him and also did not answer his question about where they wanted him to
go. It was completely unprofessional. The action of APD during this incident was not the
appropriate way to handle the situation. He is frustrated because he had a previous
experience with APD regarding an incident and APD's non-response, but once he
contacted the city council office and mayor's office, he got a response within hours.
This notice of complaint is a request for Internal Affairs to initiate an investigation to
determine if the employee conduct is within compliance of APD policy, Civil Service
Rules, and Municipal Civil Service Rules.
