On July 28, 2022, the OPO received a phone complaint.
The complainant alleges: Officer
did not do an investigation at the scene
of a 4 car accident where the complainant was cited for following too closely and causing
the collision. The officer walked up to the driver of the white truck behind the complainant
and the first thing he said was, "I kind of know what happened." The officer either told or
led all 3 other drivers but not the complainant. He told another driver that the complainant
was "trying to screw over the guy in the white truck;" and told the driver of the white truck,
"I'm gonna cite him or else it'll be harder because I think he's going to try and go after your
insurance," even the guy in the white truck admitted that he had hit the complainant. The
only person cited in the 4 car accident was the complainant. The complainant wondered if
the officer doesn't like Hispanics. The complainant has extensive proof that the accident
wasn't his fault and the ticket was dismissed in court.
This notice of complaint is a request for Internal Affairs to initiate an investigation to
determine if the employee conduct is within compliance of APD policy, Civil Service
Rules, and Municipal Civil Service Rules.
