On July 13, 2022, the OPO received a phone complaint.
The complainant alleges: He arrived at his apartment around
and there was a
black man near the common pool area (which gives access to the entire complex) who
appeared to be homeless-- wearing a red t-shirt and jeans, clearly under the influence of
drugs, waving his arms and yelling obscenities. The complainant heard the person say he
was going to shoot something, and at that point, he called 911. He went down to find
security. 911 instructed him not to do anything because the person could be armed. The
complainant called 911 at , , , and and APD never
responded. If the man was armed, it is pretty absurd that APD never responded to ensure
the safety of the community.
This notice of complaint is a request for Internal Affairs to initiate an investigation to
determine if the employee conduct is within compliance of APD policy, Civil Service
Rules, and Municipal Civil Service Rules.
