On July 7, 2022, the OPO received a phone complaint.
The complainant alleges: He was followed by APD and as he reached his driveway he
was pulled over and told he did not stop at the stop sign. APD racially profiled him and
talked crazy to him. APD threatened him and harassed him and violated his civil rights.
APD was fishing for drugs-checking the gas tank and everything else. The story changed
4 different times about why he was stopped. The girl with him told the officers she smoked
weed. APD tried to put half a joint on him. He asked Officer
if he could use a pen
and paper to write down a number.
told him to hurry up and give his pen and paper
back and hurry up and move his car. He felt the officer was trying to start something with
him, SO he gave him his pen and paper back and asked the female officer to write the
number. As she started to write the number down Officer
told her to write it down
for him. Officer
began telling him what he was going to do to him. He does not
have problems with officers because they know he has changed. Officer

needs to go back to training or be fired.
This notice of complaint is a request for Internal Affairs to initiate an investigation to
determine if the employee conduct is within compliance of APD policy, Civil Service
Rules, and Municipal Civil Service Rules.
