On June 22, 2022, the OPO received a phone complaint.
The complainant alleges: The complainant's son,
was trying to prevent the
mother of his 2 kids from driving after she drank 3 beers.
didn't have his shirt on
and she scratched his chest. APD arrived and Officer
asked
"What did
you do to her to make her scratch you like that?" instead of generally asking what happened.
requested a supervisor. A scuffle and shouting match happened in the
complainant's living room as officers handcuffed
who somehow ended up on the
floor asking why he was being handcuffed. An officer also commented that he saw the
woman's fingernails and didn't believe that she could have scratched him with nails that
short. The complainant is also upset that officers allowed the kids' mom to drive after
drinking 3 beers, and has many questions about what happened that night. Officers did not
provide their names, badge numbers, or a report number to the complainant.
This notice of complaint is a request for Internal Affairs to initiate an investigation to
determine if the employee conduct is within compliance of APD policy, Civil Service
Rules, and Municipal Civil Service Rules.
