On June 21, 2022, the OPO received a phone complaint.
The complainant alleges: When he got home there were 3 Hispanic males, claiming to be
employees, running a telephone line through his front yard. When he questioned
what they were doing they did not speak English, SO he asked them to call their boss. Their
boss arrived and shortly afterward two African American Police officers arrived. One
female and one male. Officer
, the male officer, immediately took offense to him. The
complainant was standing in the street listening to what the officers were saying to the
contractor when officer
told him he needed to go back to his yard. The complainant
showed them the blueprints for the property and they both discounted it and did not believe
that he lived there or owned the property. The complainant went back to his house, told the
contractor the yard needed to be put back the way it was, and got in his car to leave. The
officer made him leave his house and threatened to arrest him.
This notice of complaint is a request for Internal Affairs to initiate an investigation to
determine if the employee conduct is within compliance of APD policy, Civil Service
Rules, and Municipal Civil Service Rules.
