NOTICE OF COMPLAINT
May 27, 2022
ICMS #: 2022-0424
On May 25, 2022, the OPO received a phone complaint.
The complainant alleges: She was barbecuing outside with her children and a neighbor.
She noticed the neighbor was looking in her bag. When she questioned the neighbor the
neighbor pushed her, took her bag, and ran. She chased the neighbor. When the police
arrived, she explained what happened. When the officers went downstairs to the neighbor's
and broke the door open the neighbor jumped out of the 3rd-floor window. The officers
told the complainant to go home. She told the officers the neighbor had her bag with her
keys, and she could not get into her house. She went back to the house to get the rest of
her things that were outside. A female officer came up behind her and she felt her arm pop
as the officer handcuffed her and threw her in the car. The Complainant asked the officer
to make sure her house was secure because the neighbor who stole her bag also had her
keys and might use them to get into her house. The complainant was taken to jail
night and was released on
She was arrested for intoxication, but the complainant
told officers she was not intoxicated and asked to take a breathalyzer test. The officer
refused to give her the test. When she got home on
night her house and car had
been vandalized, because the officers did not secure her home.
This notice of complaint is a request for Internal Affairs to initiate an investigation to
determine if the employee conduct is within compliance of APD policy, Civil Service
Rules, and Municipal Civil Service Rules.
